Tower Hamlets has the starkest contrast in East London: nineteenth-century terraces in Bow, Bethnal Green and Mile End at one end, and high-rise residential blocks on the Isle of Dogs at the other. In the terraces the case follows the Hackney pattern of sub-divided houses and multiple adjoining owners. In the blocks the question is separating floors, frames and common parts.
If a notice has arrived and you own a flat in a converted house or block, the position is usually stronger than people assume: in a dispute the Building Owner pays the reasonable fees of both sides' surveyors.
What Tower Hamlets cases turn on
Bow, Bethnal Green and the sub-divided terrace
The Victorian terraces in Bow, Bethnal Green and Mile End have been heavily converted. A rear extension or loft conversion in one house can affect several leasehold demises, and the freeholder or management company may be another adjoining owner.
Each interest is entitled to notice. If the case becomes a dispute, each adjoining owner can have their own award. The count is the first job, and it decides the timetable.
Isle of Dogs, Poplar and the residential block
In the high-rise blocks around the Isle of Dogs, Poplar and Canary Wharf, the party structure may be a separating floor, a structural frame or common parts. Works to a floor — new openings, strengthening or sound insulation — can be notifiable even where no wall is touched.
The freeholder or management company is usually an adjoining owner alongside any leaseholder whose flat touches the work. We check the lease and the title before serving.
Warehouse conversions and new build
Spitalfields, Wapping and the older riverside buildings include warehouse conversions with thick masonry walls and shared structure above and below. New build abutting existing buildings brings section 6 excavation into play, and the Schedule of Condition on the older structure is the evidence that matters later.
These cases need a structural review and a schedule that records the existing building, not just the neighbouring flat.
What catches people out in Tower Hamlets
- Count the interests before quoting. A sub-divided Tower Hamlets terrace can put several adjoining owners against one party structure.
- Look at the structure, not just the wall. In the Isle of Dogs blocks, separating floors and frames are party structures under the Act.
- Check the lease for common parts. A party wall award does not replace landlord consent or the lease terms.
- Record the older building before new build starts. On regeneration sites, the schedule on the existing structure is the evidence that matters later.
For the underlying law, the Party Wall Act explained sets out the framework. Our party wall notice guide, schedule of condition guide and party wall award guide cover the three documents every case runs through.
Fees for party wall work in Tower Hamlets
Fixed and published: £165 + VAT per adjoining property to serve notice, £620 + VAT per Schedule of Condition, and £350 + VAT per adjoining property for an award acting for the Building Owner. A one-neighbour dispute — notices, one Schedule of Condition and the award — is £1,135 + VAT. All prices exclude VAT at 20%.
Basement and underpinning works are priced differently. Deeper excavation, more engineering input and more extensive schedules put them outside the fixed figures above. We review your plans and the proposed works first, then present a formal written quote before anything is agreed or any notice is served.

Tower Hamlets party wall questions
I have received a notice about work in a neighbouring flat in Tower Hamlets. What are my options?
You can consent to the work, appoint a surveyor, or dissent and let the dispute process appoint one. In a dispute the Building Owner pays the reasonable fees of both surveyors. The Schedule of Condition should record your flat before work starts.
Does work to a separating floor in an Isle of Dogs block need a party wall notice?
It can. The Act covers separating floors, structural frames and common parts as party structures, not just walls. Works to a floor can be notifiable even where no brick wall is touched. We check the lease and the title before advising.
Who is the adjoining owner in a Tower Hamlets block?
The freeholder or management company is commonly an adjoining owner in respect of the structure, and any leaseholder whose flat touches the work may be one in their own right. We check the title before serving.
What does a party wall surveyor cost in Tower Hamlets?
£165 + VAT per adjoining property to serve notice, £620 + VAT per Schedule of Condition, and £350 + VAT per adjoining property for an award acting for the Building Owner. A one-neighbour dispute is £1,135 + VAT. Basement and underpinning work is quoted separately.
