Waltham Forest is the densest concentration of Victorian and Edwardian terraces in East London, and the most heavily sub-divided. A typical project — a loft conversion, rear extension, side return or internal reconfiguration to create another flat — will usually involve the party wall, often in more than one place, and often with three or four adjoining owners across two converted houses.
If a notice has arrived and you own a flat in a converted house or block, the position is usually stronger than people assume: in a dispute the Building Owner pays the reasonable fees of both sides' surveyors.
What Waltham Forest cases turn on
Walthamstow, Leyton and the converted terrace
The Victorian terraces around Walthamstow, Leyton and Leytonstone have been divided into flats on a large scale. A loft conversion at the top of a converted house can mean notices to the freeholder and to leaseholders below or beside the work. Each flat whose demise touches the party structure can be a separate interest.
The count decides the number of notices, the number of schedules and the realistic fee. It is the first job on any Waltham Forest project.
Lofts and the section 2 questions
Loft work here raises the section 2 questions directly: cutting a steel into the wall, forming a gable on the boundary or removing a shared chimney breast are all notifiable, and the two-month notice period is the part of the programme that gets missed.
A scheme that stays clear of the wall may fall outside the Act, but the answer depends on the drawings, not on what the project is called.
Side returns, shallow gardens and party fence walls
Rear and side extensions run into shallow gardens where the boundary wall is close. New foundations frequently land within three metres of a neighbouring structure, which is section 6 work as well as section 2 where the party wall is altered.
Party fence walls between gardens are separate again. Work to one can be notifiable in its own right, and the deeds and physical position of the wall decide whether the Act applies.
What catches people out in Waltham Forest
- Count the flats first. A converted Walthamstow house can put three or four interests against one party structure, each entitled to notice.
- Do not miss the two-month period. Loft work that cuts into the party wall is section 2 work, and the notice must be served before the programme starts.
- Treat shallow gardens as a section 6 risk. The three-metre test can be met sooner than the drawings assume.
- Check garden-wall ownership. A party fence wall can need its own notice. The deeds and the physical position decide.
For the underlying law, the Party Wall Act explained sets out the framework. Our party wall notice guide, schedule of condition guide and party wall award guide cover the three documents every case runs through.
Fees for party wall work in Waltham Forest
Fixed and published: £165 + VAT per adjoining property to serve notice, £620 + VAT per Schedule of Condition, and £350 + VAT per adjoining property for an award acting for the Building Owner. A one-neighbour dispute — notices, one Schedule of Condition and the award — is £1,135 + VAT. All prices exclude VAT at 20%.
Basement and underpinning works are priced differently. Deeper excavation, more engineering input and more extensive schedules put them outside the fixed figures above. We review your plans and the proposed works first, then present a formal written quote before anything is agreed or any notice is served.

Waltham Forest party wall questions
Do I need a party wall award to convert a Walthamstow terrace into flats?
Usually yes, and often more than one. The conversion will normally involve the party wall, floors and roof, and each neighbouring flat whose demise touches the work can be a separate interest. The freeholder or management company may also be an adjoining owner.
How many notices does a loft conversion in Waltham Forest need?
One per adjoining owner. In a converted house that can be several, because each leaseholder whose flat touches the party structure may be an adjoining owner. We check the title before serving.
Does a side-return extension in Leytonstone need a party wall notice?
Usually yes. The new foundations will normally be within three metres of the neighbouring structure, which is section 6 work, and the shared wall may be altered, which is section 2. Each neighbour is a separate adjoining owner.
What does a party wall surveyor cost in Waltham Forest?
£165 + VAT per adjoining property to serve notice, £620 + VAT per Schedule of Condition, and £350 + VAT per adjoining property for an award acting for the Building Owner. A one-neighbour dispute is £1,135 + VAT. Basement and underpinning work is quoted separately.
